POSITION OVERVIEW

The Manager of Human Resources is responsible for the development and management of the Benefits Division of the Human Resource Services Department within Richland County Government. The major units include: Benefits Management and Benefits Education. Administers the South Carolina Public Employee Benefits Authority (PEBA) employee insurance and retirement benefit programs for the County.

ESSENTIAL FUNCTIONS

Identifies and coordinates events such as employee benefits seminars and trainings to help improve employees understanding of PEBA systems. Responsible for the administration and integrity of benefits-related data and information in the Workday HR system, PEBA systems, as well as benefits files. Creates and distributes annual 1095C forms. Creates and establishes new codes for benefits and deductions as needed. Responsible for ensuring all PEBA insurance bills or other third-party vendor bills are reconciled and paid on time. Makes necessary corrections with the vendor or in the system. Partners with the County’s designated vendor to ensure new hire benefits elections are accurately processed. Responsible for leading and managing a Human Resources Specialist (Benefits) and Human Resources Representative in providing exceptional customer service to County employees. Develops annual performance goals and conducts reviews. Accurate and efficient delivery and management of customer services in areas of responsibility is a critical success factor.

The incumbent will serve on the Human Resources Management Team and assist with organizational change efforts for the County’s 2000 employees.

VOCATIONAL/EDUCATIONAL PREPARATION

A bachelor's degree is required. A degree in human resources, business administration, or closely related field is preferred.

SPECIAL CERTIFICATIONS AND LICENSES

Applicable professional human resources certification (SHRM, World at Work, HRCI CEBS or IPMA) is preferred.

EXPERIENCE REQUIREMENTS

Requires six years of progressively responsible experience in human resources and/or benefits. Two years of supervisory and employee mentoring experience required.

Experience administering benefits under the South Carolina Public Employee Benefits Authority (PEBA) is required.

REQUIRED SKILLS

  • Advanced proficiency in Microsoft Excel and Word, including complex formulas, data manipulation, and analysis.
  • Experience with pivot tables, data visualization, and macros.
  • Ability to work with large datasets and perform advanced data analysis.
  • Strong attention to detail and accuracy in data entry and reporting.
